ALLOCATION OF QUALIFICATION The qualification is allocated to the NPC not the individual athlete or team. In the case of the FEI Para Equestrian Individual Ranking Allocation method (Grade Ia and Ib Distribution), the qualification is allocated to the NPC not the individual athlete and is to be used specifically for an athlete in the Grade Ia or Ib. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC An NPC can be allocated a maximum of three (3) qualification slots in a sport class for a maximum quota allocation of five (5) qualification slots (Please see Para Equestrian Individual Ranking Allocation, Grade Ia and Ib Distribution, which may allocate an additional qualification slot if required).
ATHLETE ELIGIBILITY To be eligible for selection by an NPC, athletes must have achieved at least a 60% score at a FEI Para Equestrian Qualifying Competition in an individual or team event between 1 January 2006 and 30 January 2008. The FEI reserves the right to add FEI Para Equestrian Qualifying Competitions to its calendar until 31 December 2006. For athletes receiving Bipartite Commission Invitations, the FEI and the IPC may consider results from competitions other than FEI Para Equestrian Qualifying Competitions.
MAXIMUM ENTRY PER NPC An NPC can enter a maximum of three (3) eligible athletes per sport class.
An NPC can enter a maximum of one (1) qualified team in the team competition. A team is comprised of a minimum of three (3) or a maximum of four (4) eligible athletes. Teams must include at least one (1) eligible athlete in either the Grade Ia, the Grade Ib or the Grade II sport class.
QUALIFICATION SYSTEM PRINCIPLES
2007 FEI PARA- EQUESTRIAN WORLD CHAMPIONSHIPS The top three (3) ranked teams will receive (5) qualification slots each. 15 athletes
PARA EQUESTRIAN TEAM RANKING ALLOCATION The top ranked team, not otherwise qualified, on the Para Equestrian Team ranking list* will receive for five (5) qualification slots. 5 athletes
  The second (2nd) through sixth (6th) ranked teams, not otherwise qualified, on the Para Equestrian Team ranking list* will receive four (4) qualification slots each. 20 athletes
  *the Para Equestrian Team ranking list is a team ranking based on each team’s best percentage score at one (1) of the FEI Para Equestrian Qualifying Competitions.  
METHOD QUALIFICATION TOTAL
PARA EQUESTRIAN INDIVIDUAL RANKING ALLOCATION ONLY NPCs that have not received qualification slots through either the 2007 FEI Para Equestrian World Championships or Para Equestrian Team Ranking Allocation Methods are eligible to receive qualification slots through the Para Equestrian Individual Ranking Allocation Method*.  
*the Para Equestrian Individual Ranking List is an individual ranking by sport class based on each athlete’s best percentage score at any one of the FEI Para- Equestrian Qualifying Competitions.  
  Regional Distribution For each sport class the NPC with the highest ranked athlete from each of the following regions will receive one (1) qualification slot: Africa Americas Asia Europe Oceania 25 athletes
  Should a region not have an eligible athlete in a given sport class, the NPC with the next highest ranked athlete not otherwise qualified regardless of region will receive the qualification slot.  
  Grade Ia and Ib Distribution The three (3) highest ranked Grade Ia athletes from different NPCs, who have not otherwise attained a qualification slot for their NPC, will receive one (1) qualification slot each. 3 athletes
METHOD QUALIFICATION TOTAL
PARA EQUESTRIAN INDIVIDUAL RANKING ALLOCATION (continued) Grade Ia and Ib Distribution The three (3) highest ranked Grade Ib athletes from different NPCs, who have not otherwise attained a qualification slot for their NPC, will receive one (1) qualification slot each. 3 athletes
  Should either/or both the Grade Ia and Ib sport class(es) not have eligible athletes to allocate the six (6) slots allocated above, the next NPC, not otherwise qualified, with the highest ranked eligible athlete(s) in the Grade II sport class will receive one (1) qualification slot until all slots have been allocated.  
HOST COUNTRY ALLOCATION The host country directly qualifies four (4) athletes. 4 athletes
BIPARTITE COMMISSION INVITATION ALLOCATION Three (3) eligible athletes will be considered by the IPC and the FEI for Bipartite Commission Invitation qualification slots. To be considered for a Bipartite Commission Invitation, the FEI must receive an official application in writing from the relevant NPC. 3 athletes

1-3 September 2006 Pacific Rim Championships (Qualifying Competition) - Vancouver, Canada
28 September - 1 October 2006 Combined Festival of Dressage (Qualifying Competition) - Moorsele, Belgium
16-22 July 2007 FEI Equestrian Dressage World Championships - Hartpury College, Great Britain
21 March 2008 (no later than) FEI confirms to the NPCs in writing the number of allocated qualification slots
  FEI confirms to the NPCs in writing the Bipartite Commission Invitation qualification slots
4 April 2008 (no later than) NPCs confirm to FEI in writing the use of qualification slots
  NPCs confirm in writing to FEI the use of Bipartite Commission Invitation qualification slots
25 April 2008 (no later than) FEI confirms in writing the reallocation of unused qualification slots
2-May-08 Deadline for Beijing 2008 Organizing Committee to receive accreditation application forms submitted by NPCs
7-Jul-08 Deadline for Beijing 2008 Organizing Committee to receive entry forms submitted by NPCs
DATES / PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS
By 4 April 2008, each NPC must confirm in writing (fax and e-mail are accepted) to the FEI the number of qualification slots they will use. NPCs that have not replied by this date will have lost their qualification slots, and the FEI may reallocate these slots.
By 4 April 2008, relevant NPCs must confirm in writing (fax and e-mail are accepted) to FEI use of the qualification slots slots allocated through the Bipartite Commission Invitation method they will use. NPCs that have notreplied by these dates will have lost their qualification slots, and FEI may reallocate these slots.
By 25 April 2008, FEI will confirm in writing the reallocation of all unused qualification slots.
By 26 April 2008, it is officially declared that the respective NPC’s will use the allocated quota granted for the Beijing 2008 Paralympic Games. Any NPC that does not use some or all of the qualification slots allocated may be subject to sanctions by the IPC.
REALLOCATION OF UNUSED QUALIFICATION SLOTS Slots allocated at the 2007 FEI Para Equestrian World Championships
Any qualification slots earned at the 2007 FEI Para Equestrian World Championships and not used by the respective NPC will be reallocated to the NPC with the next highest ranked unqualified team from the competition.
Slots allocated from FEI Para Equestrian Team Ranking
Any qualification slots earned from the FEI Para Equestrian Team Ranking Allocation Method that are not used by the respective NPC will be reallocated to the NPC with the next highest ranked unqualified team.
Slots allocated from FEI Para Equestrian Individual Ranking
Any qualification slots earned from the FEI Para Equestrian Individual Ranking Allocation Method that are not used by the respective NPC will be reallocated to the NPC with the next highest ranked unqualified athlete in the respective sport class.
Slots allocated to Host Country
Any qualification slots allocated to the Host Country that are not used will be reallocated through the Bipartite Commission Invitation Allocation Method.
