| MAXIMUM QUOTA An NPC can be allocated no more than one (1) ALLOCATION PER NPC qualification slot per event for a maximum quota allocation of four (4) qualification slots per NPC. The maximum qualification slots to be allocated per event is twelve (12). In the case that qualification slots are not confirmed for usage by 9 June 2008, FISA may redistribute any unused qualification slots to other events. |
| ATHLETE ELIGIBILITY To be eligible for selection by an NPC, all athletes must have a FISA international classification and have competed in an official FISA competition between 1 January 2006 and 6 July 2008. |
| MAXIMUM ENTRY PER An NPC that qualifies can enter maximum of NPC one (1) boat per event and may select a maximum of: one (1) athlete for the Single Sculls AM1X event; one (1) athlete for the Single Sculls AW1X event; two (2) athletes (one male and one female athlete) for the Double Sculls TAMix2x event; and four (4) athletes (two athletes must be male and two athletes must be female) for the Coxed Fours LTAMix4+ event |

Top Ranking Distribution The top eight (8) ranked boats in each of the following events qualify: Men's Single Sculls - AM1x Women's Single Sculls - AW1x Mixed Double Sculls - TAMix2x Mixed Coxed Fours - LTAMix4 Host Country Distribution In the case that the Host Country has not qualified in any event, FISA will allocate qualification slot(s) in the event(s) that the Host Country is ranked the highest while ensuring representation of both male and female athletes. FISA will minimally allocate one (1) qualification slot to the Host Country based on its discretion. Any qualification slots remaining will be allocated to the next highest ranked boat in that event, from a country not otherwise qualified. In the case that the host country has qualified in an event through the Top Ranking Distribution procedure, then the next highest ranked boat in that event, from a country not otherwise qualified, qualifies. |

DATES / PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS
By 9 June
2008, each NPC must confirm in writing (fax and e-mails are accepted) to FISA
the number of qualification slots they will use from those they have obtained.
NPCs that have not replied by this date will lose their qualification slots, and
FISA may reallocate these slots to other NPCs.
By 9 June 2008, relevant NPCs
must confirm in writing (fax and e-mails are accepted) to FISA use of the
qualification slots allocated through the Bipartite Commission Invitation
method. NPCs that have not replied by these dates will have lost their
qualification slots, and FISA may reallocate these slots.
By 16 June 2008,
FISA will confirm in writing (fax and e-mails are accepted) the redistribution
of any unused slots to other events and their reallocation to NPCs.
By 17
June 2008, it is officially declared that the respective NPCs will use the
allocated quota granted for the Beijing 2008 Paralympic Games. Any NPC that does
not use some or all of the qualification slots allocated may be subject to
sanctions by the IPC.
REALLOCATION OF UNUSED QUALIFICATION SLOTS
Any
qualification slots that are not used by an NPC will be reallocated to the next
highest ranked and not otherwise qualified NPC at the respective competition
(ie, 2007 World Rowing Championships or 2008 Final Paralympic Qualification
Regatta) or redistributed to a different event (if applicable).
Should it not
be possible to reallocate the unused qualification slots in the above methods,
they will be reallocated at the discretion of the FISA Executive Committee in
consultation with the IPC.
