ALLOCATION OF QUALIFICATION |
The qualification is allocated to the NPC not the individual athlete. In the case of a Bipartite Commission Invitations the qualification slot is allocated to the individual athlete, not to the NPC. |

MAXIMUM QUOTA ALLOCATION PER NPC |
The maximum quota allocation for each NPC will be determined according to the overall NPC athlete quota ratio as determined in the IPC Shooting Paralympic Games Qualification List Allocation method. | ||||||||||||||||||||||||||||||
| ATHLETE ELIGIBILITY |
To be eligible for selection by an NPC, athletes must have achieved the
following Minimum Qualification Standards (MQS) for their respective sport class
between 1 January 2006 and 6 July 2008. Minimum Qualification Standards

An IPC Shooting Paralympic Games Qualification List (hereafter referred to as
"the List") will be established based on a minimum number of 2 scores (meeting
the MQS) from each athlete per event attained at the 2006 IPC World
Championships, 2006/2007 Regional Championships or MQS sanctioned competitions
during 1 January 2006 through 30 January 2008 Per event, all athletes
credited with scores (meeting the MQS) will be included on the List. The List
will close on 30 January 2008. NPC Allocation Formula: Following the compilation of the List closing 30 January 2008,IPC Shooting will calculate the NPC athlete quota allocations through the following formulas: A) Determination of the number of eligible athlete qualifications per NPC: Q = MQS + WR Q = Total number of eligible athletes for qualification from an NPC MQS = Total eligible qualifications obtained through MQS only WR = Total eligible qualifications obtained through World and/or Regional competitions B) Determination of factor percentage by NPC of eligible athlete qualifications obtained only at MQS competitions: P = MQS Q P = Percentage of eligible athlete qualifications obtained at MQS Competitions by an NPC Determination of total eligible athlete qualifications obtained only at MQS competitions within the available qualification slots Y = MQS x P Y = Total eligible athlete qualifications obtained only at MQS competitions within the available qualification slots Determination of total eligible athlete qualifications: TE = Y + WR TE = Total eligible athletes on Paralympic Games Shooting Qualification List (per NPC) Determination of overall NPC athlete quota ratio: 140 Athletes - Bipartite Invitations ------------------------------------------------------------= R Total Eligible Athletes on Paralympic Games Shooting Qualification List (all NPCs) R = NPC athlete quota ratio Determination of total qualification slot allocation quota (per NPC): TE x R = TS TS = Total qualification slot allocation quota for NPC The quota for NPCs having both male and female eligible athletes will be allocated through the gender representation ratio: TE(M) x GP(M) = GR(M) TE(F) x GP(F) = GR(F) TE (M) = Total eligible male athletes for the NPC TE (F) = Total eligible female athletes for the NPC GP(M) = Gender percentage; 71.421% for male ratio GP(F) = Gender percentage; 28.571% for female ratio GR(M) = Gender representation male ratio GR(F) = Gender representation female ratio Determination of qualification slot allocation quota (per NPC): GR(M) + GR(F) + RS= TS(M/F) RS = remaining slots TS(M/F) = Total qualification slot allocation quota for NPC with male and female athletes Should the gender allocation not assign all slots to a given gender, the remaining slot(s) shall be distributed at the discretion of the respective NPC. The quota for NPCs having only eligible male or only eligible female athletes will be allocated 100% for athletes in the respective gender. |

DATES / PROCESS OF CONFIRMATION OF QUALIFICATION SLOTS
By 4 April 2008, each NPC must confirm in writing (fax and e-mails are accepted) to IPC Shooting the number of qualification slots they will use. NPCs that have not replied by this date will have lost their qualification slots, and IPC Shooting may reallocate these slots.
By 25 April 2008, IPC Shooting will confirm in writing the reallocation of all unused qualification slots.
By 26 April 2008, it is officially declared that the respective NPCs will use the allocated quota granted for the Beijing 2008 Paralympic Games. Any NPC that does not use some or all qualification slots allocated may be subject to sanctions by the IPC.
REALLOCATION OF UNUSED QUALIFICATION SLOTS
Any qualification slots that are not used by an NPC will be reallocated in accordance with the Bipartite Commission (IPC) Invitation Allocation Method.
