ALLOCATION OF QUALIFICATION The qualification is allocated to the NPC, not the individual athlete. In the case of a Bipartite Commission Invitation the qualification slot is allocated to the individual athlete not to the NPC.
MAXIMUM QUOTA ALLOCATION PER NPC An NPC may be allocated a maximum of thirty-five (35) male athlete and twenty-five (25) female athlete qualification slots for a maximum quota allocation of sixty (60) qualification slots per NPC. Exceptions may be granted through the Bipartite Commission Invitation allocation method.
ATHLETE ELIGIBILITY To be eligible for selection by an NPC must have achieved either the Minimum Qualification Standard (MQS) for each event being entered during the qualifying period from 1 January 2006 to 1 July 2008. To be considered for qualification, IPC Swimming must receive from the respective NPC the official results for the respective event from the IPC Swimming approved competition at which the athlete's MQS was attained. All results are subject to review and approval.
MAXIMUM ENTRY PER NPC NPCs may enter a maximum of three (3) qualified athletes per event provided that the athletes have met the MQS or have received a Bipartite Commission Invitation. NPCs may enter a maximum of one (1) relay team per event comprised of qualified athletes with in the NPC's overall quota. NPCs may enter an athlete who has met the MQS in an unlimited number of events as long as the athlete has met the MQS in all those events for which the athlete is to be entered.

2006 IPC SWIMMING WORLD CHAMPIONSHIPS ALLOCATION The top three (3) ranked athletes at 2006 IPC Swimming World Championships in one (1) or more individual event(s) of the Beijing 2008 Paralympic Programme who are also ranked top three (3) on the IPC Swimming World Ranking list starting 1 January 2005 closing 31 December 2006 (excluding those athletes that the NPC has already notified IPC Swimming of their retirement from international competition) and that have achieved a recognized MQS performance in this time period, qualify the NPC for one (1) qualification slot. NPCs with athletes meeting these criteria will only qualify for one (1) slot per athlete regardless of the number of events that the respective athlete(s) has achieved the criteria in. The maximum qualification slot quota allocation per gender for this method is as follows:

In the case that there are more athletes meeting the above criteria in a specific gender than available in the quota, IPC Swimming will allocate qualification slots to NPCs with athletes that have achieved the above criteria and have the highest performances nearest in percentage to the world record as of 31 December 2006 in any one of the individual event(s) on the Beijing 2008 Paralympic Programme.
In the case that there are less athletes meeting the above criteria than available in the quota, IPC Swimming will redistribute the qualification slots through the IPC Swimming World Ranking List Allocation Method. IPC Swimming will publish the qualification slot quota allocation by NPC from the 2006 IPC Swimming World Championships distribution no later than 01 October 2007.

IPC SWIMMING WORLD RANKING LIST ALLOCATION Only NPCs that submit applications for IPC Swimming World Ranking List performances between 1 January 2006 and 31 December 2007 (excluding those athletes that the NPC has already notified IPC Swimming of their retirement from international competition) will be eligible to be allocated qualification slots through this method.
For those NPCs whose athletes achieved a recognized MQS performance between 1 January 2006 and 31 December 2007 and that have not otherwise received a qualification slot allocation through the 2006 IPC Swimming World Championships Allocation method and that are ranked in the top ten (10), on the IPC Swimming World Ranking List closing 31 December 2007will have the respective athlete's performance used to determine the NPCs final allocation of qualification slots according to the following (a maximum of three athletes per NPC per event will be considered in the above calculation):
STEP I - The total number of athletes on the IPC Swimming World Ranking List closing 31 December 2007 that meet the criteria above will determine each NPC's "qualification base" by gender.
STEP II - Each NPC's qualification base divided by the total number of athletes (all NPCs) on the IPC Swimming Ranking List closing 31 December 2007 that meet the criteria above will determine the NPC's "qualification factor" by gender.
STEP III - The NPC's qualification factor multiplied by the following maximum qualification slot quota allocation per gender for this method will determine the NPC's "qualification slot quota" for this method by gender (rounded to the nearest whole number):

In the case that the total number of athletes (all NPCs) on the IPC Swimming World Ranking List closing 31 December 2007 that meet the above criteria is less than the maximum qualification slot quota allocation per gender for this method, IPC Swimming will redistribute the qualification slots through the Bipartite Commission Invitation allocation method. IPC Swimming will publish the qualification slot quota from the IPC Swimming World Ranking List allocation method no later than 28 February 2008.

BIPARTITE COMMISSION INVITATION ALLOCATION Fifteen (15) eligible male athletes and fifteen (15) eligible female athletes will be considered by the IPC and IPC Swimming for Bipartite Commission Invitation qualification slots. To be considered for a Bipartite Commission Invitation, IPC Swimming must receive an official application in writing from the relevant NPC. 15 male athletes 15 female athletes
